Case: Commercial Note Service System

Client: China Construction Bank and SECCO

Background:

China Construction Bank implemented HIME's Commercial Note Under Custody System to enable its client, Shanghai SECCO Petrochemical Company Limited, to manage their commercial notes through an internet-based system. SECCO needed to monitor the status of its commercial notes through web enabled HTTPS internet connections to the central system. Bank clerks would also use this system for operations such as making deposits or caching the commercial notes based on client's requests.

Note: Shanghai SECCO Petrochemical Company Limited ("SECCO") was founded by China Petroleum and Chemical Corporation ("Sinopec"), Shanghai Petrochemical Company Limited ("SPC") and BP Chemicals East China Investment Company Limited with an investment of about $2.7 billion in a 30%, 20%, 50% proportion.

Challenge:

  • Build secured intranet enabled application between SECCO and China Construction Bank,Shanghai Branch
  • Implement imaging run time processing for all the notes
  • Maximize security between the two sites

    Response:

  • HIME built a team of 4 Software Engineers, 1 Business Analyst, 1 Quality Engineer and 1 Project Lead
  • The project was implemented using Java (Structs,JSP) in a Linux environment
  • The backend of the system is an Informix database server with IBM Weblogic as the web server
  • Fujitsu imaging processing device was used to scan the notes documents
  • HTTPS secured internet connection was implemented using USB-Key technology and a J2EE framework implementation

    Outcome:

    Because of the success of this project, HIME Technology has been awarded a new project with SECCO and China Construction Bank. The new project will enable SECCO to remotely manage its commercial accounts with China Construction Bank - including an online authorization mechanism for large transactions.

    HIME won the bid over five other IT financial service vendors based on:
    • Scalability- HIME's archtectural design scaled much better than competitors. This system serves not only the Commercial Notes part of the business, but extends to other business functions as well.
    • Strength and Depth of experience in J2EE framework implementation-
      The J2EE implementation experience of HIME’s team enabled them to complete the project sooner which, in turn, reduced the cost (length of the project, number of senior developers etc) in comparison to competitors
    • Value- HIME’s competitive price and experienced technical team were key success factors for this project.
