Case: Management System for Loan Protection Program

Client: Shanghai PuDong Development Bank (SPDD)

Note: Citibank has the second largest stake in SPDD behind the China central government

Background:

Since 2007, SPDD had begun to implement a program based on new Chinese legislation that allows the lender to file a law suit in court to confiscate all of the borrower’s collateral if the borrower fails to pay off the loan within a two year period.
The number of cases for failed loan payments has grown dramatically in recent years, creating a tremendous burden on the bank to keep track of cases due to file for the lawsuit, and also to manage those cases when the lawsuits were in progress. According to the law, the lender loses its right to sue the client two years after the client has defaulted on the loan. The system would automatically search for valid cases and send a warning when the filing deadline was approaching.

Challenge:

Due to the complexity of the legal process, this application had to be able to handle all aspects of the legal      proceedings which include filing, pressing charges, court hearings, first ruling, second ruling, final ruling, execution,      etc. It also involves information about lender, grantor, collaterals, court, judge, lawyer, etc.

This system needed to interface with many different business components within the existing banking systems.

Response:

HIME built a team of 5 .NET Software Engineers, 1 Business Analyst, 1 Quality Engineer and 1 Project Lead for the      project.

The project was implemented using Microsoft .Net as the programming language on SQL Server 2005.

Microsoft Visual Studio 2005 and Sybase PowerDesigner were also used for this development.

Outcome:

A very scalable application platform was established for this program meeting all aspects of the business requirements defined by the client. This system provides not only general routine practices, but also features that are valuable for special case management. Many office automation features have been included as well The client has been very satisfied with the project and as a result, HIME has been awarded the second phase of this project for some major enhancements.
